In the book with the graver digger, someone had taken the hounds armor (or at least the helmet) and weapons and was impersonating the Hound, running around looting burning and pillaging things. These guys could just be people that have stolen the Brotherhoods clothes (probably murdered the original owners), and are looting and pillaging "in the name of the Brotherhood". If someone finds out about them all they have to say is that the brotherhood did it.
