He said he pays a premium on his electric bill for "green energy".
Which is to say he's paying extra for power that comes from a coal plant, but is credited towards green energy in the numbers.

Hey this is cool stuff from a hobby perspective. Ive done a bit of research on this just to play and see if I could do it. Haven't pulled trigger yet but its coming along way. There are enven electrical assist systems that sit between your existing motor and the rear axial and improve gas millage dramatically. Sort of the poor mans hybrid.
People have actually been doing this for decades now.
